the louis marshall felony conviction question

looks like all eyes are on rapides parish district attorney james "jam" downs:

On May 21, 2003, the Town Talk reported that current Alexandria City Councilman, Louis Marshall, was convicted of a federal felony gun crime, in 1993. It was also reported that the information was turned over to Rapides Parish District Attorney, James Downs. Rumor has it that it was former Alexandria City Attorney, Charlie Nunnally, who brought the information to the District Attorney, and was removed from office for that action (and was replaced with Kelvin Sanders). Has anyone read or heard Jam Downs' opinion, or know if he ever issued one? Will or has anyone filed a Public Records Request for this information from Downs?
