on 12 october 2006 a lousiana state heh heh heh ethics board opinion found that:
It is the opinion of the Board that Wes Hebron violated Section 1112B of the Code of Governmental Ethics by participating and voting to initiate an investigation into the water line running to his brother’s property, voting to whether to accept or reject payment from his brother, and voting on the acceptance of the water line which serviced his brother’s property. Section 1112B prohibits a public servant from participating in any matter in which his immediate family member has a substantial economic interest. Roy Hebron clearly had a substantial economic interest in a water line which was run to his property and which appears to have only benefitted him. Therefore, Wes Hebron was prohibited from participating in such matters when they came before his board for consideration.

The Board is authorized to impose civil penalties pursuant to LSA-R.S. 42: 1153 and LSA-R.S. 42: 1155 upon finding that a violation of the Code has occurred. In this particular situation, given the facts outlined above, it is the conclusion of the Board that the interest of the public would be served by the imposition of a civil penalty of $1,000, all of which is suspended based on his future compliance with the Code of Governmental Ethics.

the Board finds as a matter of fact and as a conclusion of law that Wes Hebron violated Section 1112B of the Code of Governmental Ethics by participating and voting to initiate an investigation into the water line running to his brother’s property, voting to whether to accept or reject payment from his brother, and voting on the acceptance of the water line which serviced his brother’s property.
"All of those saying that all matters had been investigated and dismissed, were clearly lying. All of the news reporters saying the same things, clearly dropped the ball and proved that they were either biased or imcompetent.
To this date, no law enforcement, prosecutorial agency or news media have looked into the eye witness statements and photographs showing the use of Town of Ball employees and equipment and inmate labor used by Mayor Hebron to build his new home. These pathetic refusals to report corruption and enforce the law should make those
responsible for such ashamed. It is also a shame, that since these factual findings by the State Ethics Board, that criminal charges have not been brought against every single member of the Water Board at that time for
their malfeasance in office, by covering up the matter..."

yet not a word has been broadcast or published about this from or in any of central louisiana's so called mainstream media. only the blogosphere has covered it , namely local attorney greg aymonds central la politics blog

why isnt the town talk or kalb-tv, ksyl radio etc reporting this. its certainly news. the gannett owned town talk falls all over themselves to report who receives a dwi or if you or your family were wearing a seatbelt or not if you get into a wreck yet not one word about political corruption. and the town talk wants to blast blogs? who do you trust?
