did former insurance commissioner robert wooley speak too soon?

via the dead pelican we learn from the monroe news star (see link) (alternate link) that former la. insurance commissioner, robert wooley, speaking through his mouthpiece before the louisiana legislative audit advisory counsel invoked his fifth amendment privilege against self incrimination.

it was only around 03 february 2006 that then insurance commissioner wooley was bragging that he was the first louisiana insurance commissioner in thirty-four years to stay out of jail:

Wooley told 9 News he had actually decided to leave the post before Hurricane Katrina. "We reduced the size of the department, cleaned up the image of the department... I was going to be able to leave without an indictment."
