MORE...kalb video...around 150 voters or more were turned away from their usual voting precinct saturday...a precinct worker sandra powers, said on camera: "its because they moved our precinct one of them in here over to bolton they did not send any cards out we did not know about it either...until we found out just the other day." ...rapides registrar of voters johnell wilson tries to explain the change in precincts away as due to reapportionment 6 years ago and that change of precinct cards had been mailed out presumably 6 years ago, this is despite what her own poll commissioner said...a disenfranchised voter who didnt wish to appear on camera said that she had voted at rugg recently (within the past six years)...kalb larry collins report in .mp3 audio here.

"Third-place finisher Roosevelt Johnson said Sunday he would talk to family and campaign staff Sunday and wait until the official vote count Tuesday before deciding what he'll do." [...] Johnson would not comment on whether another option for him would be filing a lawsuit claiming some voters were disenfranchised, or discouraged or kept from voting Saturday or in early voting." "I can't say anything until I meet with my family and my campaign team," Johnson said.click here to read more from the town talk

Alexandria has a hotly contested mayoral race with seven pretenders and the results should be interesting. I worked a football game at a local high school tonight and I informally surveyed a couple of folks who keep their fingers on the pulse of Alexandria politics. The conclusion...
ok its after 8:00 pm and now we will post who we did and who we would have voted for in the various elections.
alexandria mayor - john sams - dr sams brought on the best campaign in our opinion. he started campaiging a long time ago and despite his reputation as being a head knocker he never resorted to mud slinging. we think dr. sams wants to be mayor the most. additionally, dr. sams, we feel, would provide lots of excitement and entertainment to the blogosphere

additionally we recommend a constitutional amendment to limit how many constitutional amendments can appear on a ballot at one time. four or five at a time is enough. furthermore, by placing so many amendments on the ballot it cheapens the constitution it makes it look like a weak piece of paper that is so sorry that it requires massive amending all the time. that many amendments is confusing and stupid and should be stopped!

roosevelt johnson will not contest saturday's election resultssays may the best man win for mayor....
video
unofficial election returns cast saturday 30 sept 2006 left roosevelt johnson edged out of the run-off spot in the 07 november 2006 mayoral election by 17 votes. bloggers (including ourselves) over on cenla antics blog had called the run-off spot for councilman johnson around the same time (9:30 pm) that kalb did.
saturdays vote was made official this morning when the machines were opened. see: No changes found in vote tabulation; Roy, Brewer make runoff for Alexandria mayor from the town talk. however, allegations of voting irregularities resulting in displaced voters in city council district 4 combined with new allegations of voting irregularities in buckeye could result in councilman johnson filing a suit to contest the outcome.
roosevelt johnson for mayor campaign manager mitzi gibson said on camera that: "we're looking for any error that could have been made whether it was you know lost, gained whether people were able to vote, not able to vote...i mean theres a number of things that we can look for and true enough with these new machines you know there is less of human error however just in this process this morning we found out that there is room for human error"

alexandria, la. mayor jacques roy 4th supplemental and amending petition vs councilman roosevelt johnson revealed
when we first posted about mayor roy's fourth supplemental and amending petition back on 24 january 2012 the mayor's petition wasnt on the rapides clerk of court website -- despite its being filed in november 2011.
it is on there now ... and wow! councilman roosevelt johnson is in deep trouble if the mayor can civilly prove not all but just some of his allegations.
if mayor roy wins, councilman johnson will likely have to "forfeit his office" and perhaps even face criminal charges;
not only councilman johnson but also councilman edward larvadain, iii and councilwoman mitzi gibson are named as co-conspirators.
it appears to be quite possible that mayor roy could have all three removed from office. wouldnt that be something?
shame, shame on gannett/the town talk and kalb for shirking their journalistic responsibly and instead suppressing and covering up the news of reporting this extremely important court filing concerning the inner workings of city of alexandria, la. government.
the mayor's petition begins from page nineteen of the .pdf.

lee rubin "it was my turn" to be next alexandria, la., city councilman at-large
prescient? refreshingly candid? a freudian slip? -- "it was my turn" was the answer alexandria, la. city council at-large candidate, lee rubin chose to give to the question put to him by fred rosenfeld on why is he running for the alexandria city council at-large seat.
the runoff is on saturday, 08 december 2012, when he will face the incumbent -- roosevelt johnson. councilman johnson received 39.94% of the primary vote.
here's the thing, we dont want either one of 'em. neither would have been our first choice in the primary.
councilman johnson wouldnt be so bad if he would grow a backbone and stop being a puppet. dude you're not crafty at plotting and deceit. so stop.
it's obvious that the mayor and the silk stocking gang have a lot at stake in this election. they've poured tons of money into mr. rubin's coffers in an effort to solidify the control by the mayor and his gang over the majority city council votes and by extension the public fisc and governmental power.
the results of their massive psyop arent all that impressive. although, at least one person as late as monday, 05 november 2012, election eve, was on ksyl radio predicting that councilman johnson wouldnt even make the runoff.
one glaring omission in this interview that we noticed which mostly speaks to the ethics and integrity or lack thereof of cenla broadcasting -- in that they didnt require the interviewer/show cohost fred rosenfeld to disclose that a local company he owns, the parc england boutique hotel, contribute to the lee rubin campaign.
that was an especially egregious oversight when seeing how it was reported by steve coco from his cenla news blog back on 07 october 2012.
anyway, this race has many fascinating dynamics -- one being how many of the non-johnson votes were more anti-roy than anti-johnson votes? mr. rubin was seen from the start of the race as being the mayor's boy; as far as we know the only one who could be considered outright pro-roy. the only other candidate might be milton gordon who probably looks at the mayor's plans favorably.
so even though mr. rubin was correct when he pointed out to the gannett/alexandria daily town talk that 60% of the electorate voted against the incumbent -- with this whole pro and anti-roy dynamic vibrating through the city the numbers still dont add up to an inevitable rubin victory.
one the other hand the mayor and the silk stocking gang did manage to finally get rid of myron lawson and that was an at-large election too. albeit a few years or in a political sense an eternity ago.
but -- around the same time, charles fredrick "droopy draws" smith was defeated for reelection to the city council despite the mayor and his gangs support.
wst... disclosure: as we pointed out here, we have a wager on the outcome of this race.

roosevelt johnson video blogged!
video blog permalink
length: 10 mins30 secs
roosevelt johnson is an at-large city of alexandria, louisiana city councilman running for mayor of alexandria. actually councilman johnson did his kalb video blog almost a month ago we knew about it and viewed it then. we havent posted about it before now because we are basically lazy and just now got around to it.
councilman johnson comes across as a gentle, softspoken, thoughtful man. some people think that he isnt that smart but we arent convinced that is really the case. for example he knows (from his door-to-door campaign strategy) that the residents of alexandria are mostly concerned with infrastructure issues such as utilities and drainage and the like. on the other hand some people think that he would just be a puppet of the shady businessmen clique within the city. there could be some truth to that you see because councilman johnson has been a perennial candidate for something or other for years. he finally gets elected to a city council at large seat which his term isnt over until 2007. then the mayors seat comes available due to ned randolph's decision not to run again (that primary is 30 september 2006) so he jumps in the mayors race which is his right to do. we think, that in time, councilman johnson could make a fine mayor for alexandria but he is trying to do too much too soon. we feel that he should serve a couple or three terms on the city council, get a track record built up there and then run for mayor or other elective office

new attorney general opinion could spell some relief for alexandrians; trouble for councilmen charles frederick smith and roosevelt johnson
according to today's baton rouge morning advocate, louisiana state attorney general charles foti released an opinion on friday 28 december 2007:
excerpt:Politics Notebook for December 30, 2007
alexandria city councilmen charles frederick smith and roosevelt johnson are both employed by the rapides parish sheriff's office. although, the complete opinion hasnt yet been posted to the attorney general's opinion page we've long held that its patently unfair, immoral even, for councilmen smith and johnson (and anyone else similarily situated) to sit upon the city council authoring and passing ordinances that could fall under the purview of a law enforcement organization that they also hold an office in.
Advocate Capitol News Bureau
Published: Dec 30, 2007 - Page: 1B
Ruling could affect state legislators
Louisiana Attorney General Charles Foti Jr. released an opinion Friday stating that legislators cannot hold a position in a sheriff’s office, even if that position is appointed or part time.
Anne Dunn, director of House Legislative Services, requested the opinion, but said she could not divulge for which legislator she requested the information.
Foti wrote in his opinion that state law prohibits elected officials from holding another elective office, a full-time appointed office, or employment in state government or a political subdivision of state government.
However, the attorney general concluded that holding even a part-time appointed position in a sheriff’s office is prohibited because the Louisiana Constitution states that no one holding office in one of the three branches of government shall exercise power belonging to either of the other branches. emphasis ours
According to the opinion, a legislator is considered a part of the government’s legislative branch and a deputy sheriff, who is given the same authority granted by law as a sheriff, is a constitutional officer who serves in the judicial branch.
take the so called 'baggy pants' ordinance for example. councilman charles frederick smith authored that ordinance. councilman johnson voted for it as well. now how do we know that they arent using their positions as councilmen to pass criminal or civil violation ordinances against their enemies or people that they dont like so that they can then turn around and enforce it in their positions as law enforcement officers. in other words you cant be a cop and at the same time write the laws that you are going to enforce. it's just not right.
perhaps this attorney general opinion addresses this...time will tell.

UPDATED city of alexandria, la. mayor jacques roy seeks to amend his petition against the city council a fourth time
UPDATED: 25 january 2012 - mayor roy answered a question about the case at his weekly briefing.
we couldnt imagine what he was on about. it took a little while of searching and we learned that chris roy, jr., on 10 november 2011, enrolled as co-counsel of record in the roy vs. alexandria city council lawsuit originally filed way back on 29 august 2007.
some subpoenas issued to roosevelt johnson and councilwoman mitzi gibson around mid november 2011. there's a subpoena in there for myron lawson too, but he was nowhere to be found. rpso attempted to serve him at least four times -- page 18. it's unclear, from what's available on the rapides clerk of court's website, if he was ever served.
anyway, supposedly both councilman johnson and councilwoman gibson each gave video depositions and we cant wait to see the vids. if we get them of course we'll share them with you.
there is a letter (page 14) from chris roy, jr., to the clerk of court dated 01 december, 2011 in which mr. roy mentions "our recently filed supplemental petition." however, we cant locate it on the clerk's website.
the pleadings we've posted speak for themselves and it looks like some are potentially in a world of trouble.
the place to be on monday, 06 february, 2012 at 9:30 am is at the rapides parish court house in judge harry randow's court room.

city of alexandria, la. trying to stiff abandoned car ordinance attorney his legal fees
yesterday in the public safety zoning committee, chairman roosevelt johnson heard an update on "abandoned vehicles." in january 2007 the alexandria city council unanimously passed and the alexandria mayor signed, a so called abandoned car ordinance. the ordinance was so seriously flawed constitutionally that your average citizen could see it. besides being constitutionally flawed the ordinance was predatory and racist. the ordinance actually empowered city bureaucrats to come onto private property, tag and order removed privately owned automobiles. we're not talking cars parked on the side of the street but cars stored under sheds, garages and in one case, reported by the media, from an elderly alexandriaian's back-yard.sure enough, the city towed one man named errick fatheree car which was stored "in an enclosed garage/shed upon private property."
a courageous local attorney, thomas d. davenport, jr., took mr. fatheree's case pro bono and won.
which brings us up to yesterday and city attorney johnson's statement to chairman johnson that one "sticky issue" remains and that is a "dispute over the fee that the attorney is seeking." it dont matter if mr. davenport's fee is one hundred or a hundred thousand or a million dollars, the city should pay whatever hes asking and be glad that no one was shot during the enforcement phase of this disastrous ordinance. mr. davenport provided a good and valuable service to the citizenry and more importantly to the constitution when seven members of the city council and the mayor who all should have known better passed this garbage.
the alexandria mayor is a lawyer and as the gannett/town talk editors pointed out in their sunday 20 april 2008 editorial [screen grab] how mayoral candidate roy sounded "jeffersonian." actually the mayor quoted jefferson quite often during the campaign. then on 22 december 2006 only eighteen days after he took office, this ordinance which is about as anti-jeffersonian as you can get, was introduced and which he eventually signed.
now the mayor and his city attorney want to stiff an attorney who reminded them about constitutional and jeffersonian principals? the city should pay mr. davenport whatever he is asking and be glad they got off so cheap.
something ominous that we can see in store is that councilman johnson was wanting to know when this suit will be finished so that the city council can revisit abandoned cars and another abandoned car ordinance. they never learn.

video: calling out the alexandria city council part 2
on tuesday 12 june 2007 the alexandria, louisiana city council held a meeting and according to the city's agenda (copy here) the meeting was to be held pursuant to La RS 42:6.1 (A)(2). agenda item C 1) states: "to consider an executive session for an update from the administration regarding the matter of "city of alexandria vs. cleco corporation, et al"
sometime prior to 11 june 2007 attorney bridgett brown filed a "petition of intervention" which in effect made her an adverse party to the city of alexandria because ms. brown's petition was made part of the ongoing city of alexandria v cleco corporation lawsuit in the united states district court for the western district, alexandria, louisiana -- see civil action number 05-CV-1121-A.
the bridgett brown five
linkall five letters say the same thing the only difference between each letter is the name and signature line(s)
the councilmen's letter ends with "both the administrative and the legislative bodies must operate within the powers granted it under the city charter." then an admonishment to johnson, roy and michiels that they should "...read the charter and adhere to its provisions." thats real funny the councilmen would write this because the alexandria city charter at part 1, article IV administration: section 4-02 legal division (c) clearly states: "Any assistant city attorneys authorized by the city council shall be appointed by the city attorney and serve at his pleasure."
while its true that section 4-02 (D) states that "No special legal counsel shall be employed by the city except by written contract and approval of the city council." this is a moot point because you cant sue the city while at the same time be a city attorney...you follow? additionally the attorney rules of professional conduct prohibit it -- see : rule 1.6. confidentiality of information; rule 1.7. conflict of interest: current clients; rule 1.8. conflict of interest: current clients: specific rules; rule 1.13. organization as client. additionally, as charles johnson explained, the federal judge has already signed an order dismissing ms. brown as an attorney for the city and she has not signed a confidentiality agreement that the federal judge required to be privy to the mediation. therefore, how could ms. brown be in attendance at the executive session discussing these matters? all lawyers knew that, as is seen in their refusal to attend that meeting if ms. brown would be present.
according to mayor jacques roy, these letters were not delivered to the recipients johnson, roy and michiels until shortly before the 12 june 2007 city council meeting.
heres where things really get interesting.
the city council meeting was called to discuss the cleco litigation and the armested franklin v city of alexandria suit, which the last we heard is in ninth judicial district court division "f" (judge george c. metoyer) docket number 228,034. ms. brown is suing the city due to her intervention petition; her attorney is larry english and mr. english is also the attorney who is handling the armested suit. despite all this at least five alexandria city coucilmen are adamant about allowing ms. brown to attend the executive session in which the very suit that she is an adverse party to the city would be discussed and additionally a suit in which her attorney is representing the adverse party was to also be discussed. this is explained better in the video below where attorney trey gist says words to the effect that you cant sue the city and be the citys attorney at the same time.
can you see the deception? can you see what at least five alexandria city councilmen are trying to pull here? where is the rapides parish district attorney at? where is the louisiana state attorney general at or the louisiana state police or the louisiana attorney disciplinary board? as we see with the poverty point reservoir scam and the louisiana institute of film and technology scam is it going to take the fbi to come in and clean up yet another louisiana corruption problem?
kalb.com has 3 heavily edited clips of this video on their website - only wst... gives you the complete unedited footage with which to make up your own mind.

too many black mayoral candidates may give race to roy

while we of course share with mr. ford a passion to drive out the roy regime, he's written a troubling column in the most recent issue of the light; finding fault with unnamed persons he suspects of running for office impulsively -- even pausing to muse: "that one or more of the black candidates may have received something under the table to enter the race. of course, i have no evidence of this thought, but it is certainly not farfetched as blacks have always been paid to split the black vote."
mr. ford calls on some or perhaps all but one of the black candidates to withdraw so that voters may coalesce behind one -- then ends his column in a twist.

video: alexandria city council overrides mayoral veto
5:23 pm cdt [link to video time 16m45s] alexandria, louisiana city council votes 5 - 2 to override mayor jacques roy veto of the city council's ordinance number 231; hiring of it's own attorneys: john w. "jock" scott and toni rachelle martin. mayor roy and other citizens insist that the city council hiring its own legal counsel outside the purview of the city attorney is a violation of alexandria's home rule charter.
first mayoral veto override in memory...
local attorney greg upton addresses the alexandria city council [link to video time 5m50s] and says that he represents the "consensus opinion of a group of about thirty-five or forty individuals that have been meeting for approximately the last six weeks."mr. upton says that "in our opinion it's (ordinance 231) a serious and fundamental threat to our basic document of city government and thats the home rule charter." and that "abiding by the charter: its not optional...each and every member of the council is legally and ethically obligated to abide by the terms of the city charter. in our opinion ordinance 231 is illegal. voting to override the veto, in our opinion, would be allowing the consummation of an illegal act and would be a violation of the city charter."
reverend david blunt "makes a plea" to the alexandria city council [link to video time 9m25s] and sternly rebukes the city council telling of a premonition he had in which a new leader of a city was being pulled down by a board or a council "they were pulling him down." thus warning the city council the fate of those who do not follow and reject leadershipfull length video @ 47m58s here

“I suspect there to be litigation of some form, I don’t know at this time who the filing party or necessarily who the opposing party would be,” City Attorney Charles “Chuck” Johnson said in a phone interview.
There is a variety of ways the case could go on. A “declaratory judgment,” for instance, he explained, could be the next step if is filed by the mayor or a member of the public.

Council overrides mayor's veto; mayor files lawsuit to stop council from hiring own attorneys
The Alexandria City Council members revived a controversial ordinance to allow the council to hire its own attorneys, but the ordinance has been stalled by a court order issued today.
Mayor Jacques Roy filed a lawsuit as soon as the ordinance was readopted by the council by overriding the mayor's veto, prompting the 9th Judicial District Court to issue a temporary restraining order.
That means “it is enjoined from being in effect until further hearing and decision of the court,” Roy said in a phone interview after the meeting.
During today's council meeting, Councilmen Roosevelt Johnson, Myron Lawson, Louis Marshall, Everett Hobbs and Charles F. Smith Jr. voted to bring back the ordinance in an ongoing dispute some believe is hurting the city’s image.
The council overrode the mayor's veto of an ordinance authorizing the council to hire its own legal counsel.
Councilmen Harry Silver and Charles L. "Chuck" Fowler voted against overriding the veto.
**update 3** town talk:
Alexandria Mayor Jacques Roy reacted swiftly Tuesday to a decision by five City Council members to override his veto of an ordinance allowing the council to hire its own attorneys by immediately suing to block its implementation.
Roy said he filed the suit as soon as the ordinance, which he had vetoed about a week ago, was readopted during Tuesday's council meeting.
The suit prompted the 9th Judicial District Court to issue a temporary retraining order, meaning the ordinance "is enjoined from being in effect until further hearing and decision of the court," Roy said after the meeting.
The ordinance, which seeks to allow the council to contract its own legal team independent of the city's legal department, has been the focus of disagreement about whether the hiring of such attorneys violates the City Charter.
