gregory aymonds letter to louis marshall

at this point (if that link doesnt work its at time 27m05s in the video here) in the 14 august 2007, alexandria, la. city council meeting, councilman louis marshall erroneously says that "this council was sued by a klansman..." he was referring to an open meetings law violation complaint filed to the rapides parish district attorney's office and to the louisiana attorney generals office by local attorney and blogger gregory aymond. councilman marshall is wrong in that the city council was not sued at all. councilman marshall was also incorrect in his contention that mr. aymond is "a klansman."

mr. aymond was a member of the klu klux klan for a period of three months in 1979 and has many times repudiated the klan and his membership in it for that short period of time.

what it all boils down to is that some members of the city council (who just happen to be black) was caught violating the open meetings law. a violation to which they admitted to in writing and on video tape and so they are using this klan non issue to deflect attention from their serious violations and make it a racial issue.

earlier today wst... obtained the below letter from gregory aymond to councilman louis marshall:

    lying louis marshall

this video is a 3m40s clip from a march 2007 alexandria, la city council community development committee meeting. the one in which city councilman louis marshall introduces his resolution captioned "public information on city activities and important constituent matters." a city attorney read the resolution and said that "mr. marshall asked that staff prepare a resolution concerning the public information and how that information can be made available to the public particularly considering the new changes in the information sources such as the internet..." then the city attorney goes some examples about what the resolution is talking about such as special notices, changes in garbage pickup schedules, utility matters, places of interest and city governmental business "including but not limited to expanded use of the government access channel..." as shown in the video the city attorney then reads the entire resolution...

now contrast councilman marshall's actions then to his actions in a recent city council meeting (see following video) when he refused to second a motion to broadcast a recent special city council meeting, effectively censoring his constituents. so what happened with mr. marshall between then and now?

the administration doesnt appear to be entirely blameless here either because if mayor roy would have went ahead and drafted the resolution (mayor roy says at the end of the video "mr marshall we understand the directive and we'll proceed accordingly"} for the council and it would have been passed by the city council already -- then the city council wouldnt have had a leg to stand on in the recent special city council meeting public access broadcast they banned.

    ----ORIGINALLY POSTED 19 JUNE 2007 6:14 PM----

councilman chuck fowler makes a motion to show all city council meetings on public access television and the motion dies for want of a second

so why do we call alexandria, louisiana district one councilman louis j. marshall a liar? well because he is. you see a scant 98 days ago on 13 march 2007 councilman marshall offered a resolution regarding citizen access to city business. we even posted about it here. now when a resolution is offered to make available the special city council meetings to the citizenry via public access channel 4 this hypocritical sack of dung sits there like a bump on a log and allows the resolution to die.

by the way, we have that 13 march 2007 committee/city council meeting video and within the next few days will have it posted here.

thanks to a blog reader, central la politics blog, has the town talks 21, 22, 23 and 24 may 2003 series regarding alexandria, louisiana city councilman louis marshall and efforts to unseat him due to his federal felony conviction. notice how our do-nothing, incompetent and corrupt rapides parish district attorney james "jam" downs, as usual passes the buck. if you live in alexandria you should hold district attorney downs partially responsible for whats going on with your city council.

the louis marshall felony conviction question

looks like all eyes are on rapides parish district attorney james "jam" downs:

On May 21, 2003, the Town Talk reported that current Alexandria City Councilman, Louis Marshall, was convicted of a federal felony gun crime, in 1993. It was also reported that the information was turned over to Rapides Parish District Attorney, James Downs. Rumor has it that it was former Alexandria City Attorney, Charlie Nunnally, who brought the information to the District Attorney, and was removed from office for that action (and was replaced with Kelvin Sanders). Has anyone read or heard Jam Downs' opinion, or know if he ever issued one? Will or has anyone filed a Public Records Request for this information from Downs?

did gannett corporate force the town talk to report local news?

as everyone who's been following this knows, since the first of the year the blogosphere has been raising all sorts of hell over the local corporate media's non-news reporting about the 21 december 2007 special alexandria city council meeting regarding the star tek lease and the failure of the corporate media in not reporting the city of alexandria, louisiana's non-rebroadcasting via public access channel 4 of same.

on saturday 12 january 2008 we posted our latest rant here about the media criminals and their refusal to print truly newsworthy local news. bright and early monday morning 14 january 2008 we noticed a computer from gannett corporate direct hit that post - see here. a little while later here comes the town talk.

so imagine our pleasant surprise when we logged onto the town talk's website this morning to read: "alexandria council president stands by decision not to air special meeting."

in this well written and extensive report by the town talk reporter, karina donica (see we'll give the corporate media credit when its warranted) we learn (like we've maintained all along) "that the purpose of the roughly 10-minute meeting was significant for alexandria."

alexandria city council president louis marshall a liar and a fraud

in the spring of 2007 then alexandria city council vice president louis marshall authored and offered up a resolution "public information on city activities and important constituent matters...including but not limited to expanded use of the government access channel..." video and post here.

in todays town talk article council president marshall says that rebroadcasting the 21 december 2007 special city council meeting would "lead to confusion." since when does giving the citizenry the information to which they are entitled confusing? it's more likely the "confusion" lies in the pack of criminals who sit upon the alexandria city council in keeping their lies and dealings hidden from public view and the "confusion" that lies in explaining same to the citizenry.

heres a heads up to gannett corporate and the town talk - the next thing we will be raising hell over will be for a thorough investigation into channel 4 - who exactly operates it, who are the people that work the cameras and the equipment? are they city of alexandria employees? and if not, then why not? how much do they receive in financial or other consideration? do they have a contract with the city? for how long and how did they get it? who is this mysterious CQ entity we understand has a hand in city council meetings broadcasting and what relationship, if any, does CQ have with certain alexandria city councilmen?

why is alexandria, la. mayor jacques roy leaking city of alexandria letters to bloggers?

a local blog is sporting a letter dated today (13 november 2008) from city of alexandria council president louis marshall to city of alexandria, la. mayor jacques roy and others.

as you can see below, council president marshall's letter is captioned "request for executive session" and is stamped "received nov 13 2008 mayor's office city of alexandria." so obviously this is the mayor's copy.

click here to download one page letter .pdf [235 kb]

click here to download one page complaint .pdf [217 kb]

the blogger who just happens to be a local attorney has responded by filing an open meetings law violation complaint to the rapides parish district attorney's office as well as to louisiana attorney general "buddy" caldwell.

unfortunately, the complainant doesnt explain in his letter or accompanying blog post exactly how, by statute, this letter is indicative of a "clear and open violation of the open meetings laws."

knowing the hi jinx of all this crew, like we do, the first thought that comes to mind is to wonder whether or not council president marshall was set up.

notice in his letter council president marshall writes that "after having several discussions with trey gist, i think it would be best to go ahead with the executive session..." trey gist is mr. howard b. gist, iii, esq. and long time city of alexandria, la. attorney. why didnt mr. gist advise council president marshall that such a meeting was a violation of louisiana's open meetings laws?

look at the instantaneousness of the letter and complaint being posted online. we suppose that the blogger could explain that he got the letter through a public records request but how would someone outside of alexandria city hall know of the existence of such a letter, especially -- within hours or minutes even; on the very day that it was drafted and sent?

so yeah this incident from top to bottom needs to be investigated; the louisiana attorney rules of professional conduct at rule 8.4 state that its professional misconduct for an attorney to:
    (c) engage in conduct involving dishonesty, fraud, deceit or misrepresentation;
    (d) engage in conduct that is prejudicial to the administration of justice;

vote no to taxes & rein in the city counsel

although the number of reasons for alexandrian's to reject tomorrows sales and property tax renewals is myriad, perhaps the most glaring reason is the city counsels recent decision to censor your right to know regarding the city counsel's rather blatant coverup of the 12 june 2007 special city counsel meeting.

as far as all of the boo hoo hoo stories in the media lately where they are trying to play on your fears of decreased police protection if the taxes fail -- well katrina taught us that the government cannot and will not protect you anyway. in fact the police was going around taking the honest law abiding citizens guns while the looters roamed free. would you rather have a dozen honest cops or a hundred crooked cops?

why should you continue to finance city counsel chicanery off the sweat of your brow? vote no to any and all taxes.

do speed humps keep out undesirables?

the alexandria city council committee and council meetings continue to be a gold mine for blogosphere fodder. small wonder the city doesnt really want a professionally ran channel four or city website with the streaming video, eh?

in this clip of a lively exchange between alexandria, la. city council president louis marshall and city of alexandria chief operating officer, kay michiels, council prez marshall just cant seem to be able to make the leap in understanding why speed b/humps are not a good idea.

council prez marshall even claims that speed b/humps help to keep out "undesirables" exactly how so we're not sure since he didnt elaborate. anyway, it brought to mind this kalb & mike magnoli, 26 september 2007 report:.

in this video one can plainly see that speed b/humps reduced the response time of alexandria police officer david foshee who was responding to a fight which had broken out and had drawn a "large crowd." it would seem that if someone in a "large crowd" or otherwise, was wanting to do harm to a police officer, that the police officers having to slow down to a crawl to traverse a speed b/hump would leave them most vulnerable to a gunman or brick-bat thrower.

an alexandria resident, shamekica deal, interviewed in mr. magnoli's story says "they (alexandria police) need to patrol more in the neighborhood..."

central la politics points out that council prez marshall's comments are "amazingly stupid" especially "coming from a black man, because it is more often than not blacks who fall victim to being called those "undesirables".

video: alexandria city council overrides mayoral veto

    OVERRIDDEN

5:23 pm cdt [link to video time 16m45s] alexandria, louisiana city council votes 5 - 2 to override mayor jacques roy veto of the city council's ordinance number 231; hiring of it's own attorneys: john w. "jock" scott and toni rachelle martin. mayor roy and other citizens insist that the city council hiring its own legal counsel outside the purview of the city attorney is a violation of alexandria's home rule charter.

first mayoral veto override in memory...

local attorney greg upton addresses the alexandria city council [link to video time 5m50s] and says that he represents the "consensus opinion of a group of about thirty-five or forty individuals that have been meeting for approximately the last six weeks."

mr. upton says that "in our opinion it's (ordinance 231) a serious and fundamental threat to our basic document of city government and thats the home rule charter." and that "abiding by the charter: its not optional...each and every member of the council is legally and ethically obligated to abide by the terms of the city charter. in our opinion
ordinance 231 is illegal. voting to override the veto, in our opinion, would be allowing the consummation of an illegal act and would be a violation of the city charter."

reverend david blunt "makes a plea" to the alexandria city council [link to video time 9m25s] and sternly rebukes the city council telling of a premonition he had in which a new leader of a city was being pulled down by a board or a council "they were pulling him down." thus warning the city council the fate of those who do not follow and reject leadership

“I suspect there to be litigation of some form, I don’t know at this time who the filing party or necessarily who the opposing party would be,” City Attorney Charles “Chuck” Johnson said in a phone interview.

There is a variety of ways the case could go on. A “declaratory judgment,” for instance, he explained, could be the next step if is filed by the mayor or a member of the public.

    **update 2** town talk:
Council overrides mayor's veto; mayor files lawsuit to stop council from hiring own attorneys
The Alexandria City Council members revived a controversial ordinance to allow the council to hire its own attorneys, but the ordinance has been stalled by a court order issued today.

Mayor Jacques Roy filed a lawsuit as soon as the ordinance was readopted by the council by overriding the mayor's veto, prompting the 9th Judicial District Court to issue a temporary restraining order.

That means “it is enjoined from being in effect until further hearing and decision of the court,” Roy said in a phone interview after the meeting.

During today's council meeting, Councilmen Roosevelt Johnson, Myron Lawson, Louis Marshall, Everett Hobbs and Charles F. Smith Jr. voted to bring back the ordinance in an ongoing dispute some believe is hurting the city’s image.

The council overrode the mayor's veto of an ordinance authorizing the council to hire its own legal counsel.

Councilmen Harry Silver and Charles L. "Chuck" Fowler voted against overriding the veto.

    **update 3** town talk:
roy files suit after council overrides veto
Alexandria Mayor Jacques Roy reacted swiftly Tuesday to a decision by five City Council members to override his veto of an ordinance allowing the council to hire its own attorneys by immediately suing to block its implementation.

Roy said he filed the suit as soon as the ordinance, which he had vetoed about a week ago, was readopted during Tuesday's council meeting.

The suit prompted the 9th Judicial District Court to issue a temporary retraining order, meaning the ordinance "is enjoined from being in effect until further hearing and decision of the court," Roy said after the meeting.

The ordinance, which seeks to allow the council to contract its own legal team independent of the city's legal department, has been the focus of disagreement about whether the hiring of such attorneys violates the City Charter.

has alexandria, la. city council president everett hobbs lost his mind? in this letter to the editor of the alexandria daily town talk, amongst other things, he shamelessly compares some members of the alexandria city council to the rutgers basketball team.

not to be outdone he then goes on to point out that councilman myron lawson "is a successful business person who sits on the board of the largest black university system in the world." what councilman hobbs fails to point out is that just about everything councilman lawson is involved in has some sort of scandal attached. including the southern university board.

councilman hobbs points out that "louis marshall served his country in the military with distinction." councilman marshall might have served in the military however the evidence shows that he didnt learn anything in the military because if he did he would believe in and practice duty, honor and fidelity. we've shown that councilman marshall's own actions show him to be a liar and a scam.

next, councilman hobbs writes that "charles frederick has given his time and life to the service of this city." to which he has been greatly compensated for it too -- such as last year when councilman "charles frederick" used taxpayer money to pay for his fraternal organizations meeting here in alexandria. another scammer.

lastly, theres roosevelt "rosie" johnson. perhaps the greatest disappointment in this sad, sorry lot. councilman hobbs writes that councilman johnson "came within 17 votes of being elected this city's first black mayor." this isnt accurate either because councilman johnson came within 17 votes of getting into the runoff -- not being elected mayor. councilman johnson is the biggest disappointment because we thought that he, of all people, was the most honest and sincere of this crew. however, his recent actions shows that he is nothing but a puppet to and a proud member of this organized crime ring thats currently running the alexandria city council.

when criminals who just happen to be black play the race card when they get caught with their hands in the cookie jar it cheapens and makes it even harder for other black people to be taken seriously who are truly victims of racism.

alexandria doesnt have a racism problem, alexandria has a criminal problem. so everyone of color, dont be a sucker! reject these excuses and lies for just what they are.

corrupt alexandria city government advancing the redflex red-light scam

will alexandrian's lay down their civil liberties for their mayor and city council to have another revenue source to steal from?

    video - here

because thats what it amounts to. in todays public safety / transportation committee meeting, the committee heard from city attorney charles "chuck" johnson, esq. mr. johnson reported that several weeks ago he had requested from the general counsel for redflex "copies of all the contracts that redflex has executed with other municipalities in the state of louisiana, copy of their sec financial disclosure statement and a list of all the pending cases that they have currently in litigation and what the status of each of those is." however, yesterday redflex sent an email to mr. johnson saying that they hadnt compiled that information yet.

as luck would have it we dont currently have a copy of a contract that redflex has with a louisiana muncipality but we do have a copy of the contract that redflex has with the mountains recreation and conservation authority, a public entity of the state of california. and its a doozy. you can download the 31 page .pdf here.

all we had to read was this first "whereas" in the recitals to see how this scam operates. do you see the deception? redflex has EXCLUSIVE "knowlege." this means that the city wont even know what information and databases redflex is compiling on you, who or what they are sharing or selling the information to and you wont be able to find out from the city under a public records request either.

a shocking comment made by the city attorney mr. johnson was when he said that "as soon as redflex can get all that to me (the above mentioned information) i intended to present it to the council IN EXECUTIVE SESSION." now this statement should immediately send up red flags! the first thing you have to ask yourself is why is the city being so secretive? what is the city hiding and what is it about redflex and this spy camera scam that the city doesnt want you to know?

RS 42:6.1 is the statute that governs the exceptions to open meetings. the only possible provision that might apply is 42:6.1A(3) which states: Discussion regarding the report, development, or course of action regarding security personnel, plans, or devices. how could this possibly apply? after all, they're just talking about simple red-light cameras right? you run a red-light and get your picture taken and a citation in the mail right? we're not talking about security protocols for a presidential visit or security measures for the d.g. hunter power plant. or is there a lot more to all this, that the city isnt telling you about and that the city doesnt want you to know? we think its a lot more to it than what the city would have us believe.

you dont have to possess a degree in psychology to figure out that this is all about making money. one clear example is the statements made by councilman louis marshall. you can almost see the dollar signs in his eyes when he goes on about "the reason why i ax'd that this be put in the committee, while i was down in new orleans...listening to the television there...jefferson parish had if iam not mistaken 16,000 tickets paid, only two were contested...this could be something that could be another revenue source for the city." so there ya have it! just like we've maintained all along its about the money. after councilman marshall made the above statement and after a period of time elapsed he must have thought that he should add this bit in just to cover himself "and at the same time you could be making a lot safer for the city..." mmhmm.. now if councilman marshall would have been thinking foremost about safety that would have been what he mentioned first instead of as an afterthought -- because safety, it is an afterthought.

if you really think this bunch whether its the mayor, the city council, the chief of police or redflex really gives one damn about you or your families safety please leave us a comment and let us know what kind of drugs you're on.

speaking of the mayor (and if this guy ever leaves politics he should really go to hollywood and pursue a career in the movies coz hes quite an actor) gave his obligatory spiel against cameras. this was so reminiscent of his little speech he gave against the baggy pants ordinance which you might remember he allowed to become law anyway knowing full well that its wrong.
so dont count on hizzoner to come to the rescue and dont pay any attention to what he said coz its all bullshit, just an act and as hes already shown that as long as its politically expedient, he will sell you down the river in a heartbeat.

some think that these cameras only take still pictures. wrong. these are full motion cameras and if you had watched the presentation that redflex representative charlie buckels gave to the city council back in the spring you would have known this. [video here]

so do you really want some perv sitting in a computer room thousands of miles away making rude comments about your wife's ass or your daughter's tits? not to mention where all this video is being stored and shared with.

the bottom line is that this is a colossal scam.

so mayor roy sat down with a reporter from kalb.com for an extended interview (see link: 16 minutes 46 seconds).

the mayor says that local hoteliers are concerned about seeing "their money that they are plowing into the whole city being someway used for a particular development. you have this same notion -- you're taking something from me and giving someone i compete against an advantage. and thats important to people and the people that complain to me, the majority of the folks in the room today were hotel and motel people. and as you heard from some of the comments made there was opposition to it and in particular on this draft it's paragraphs I(1), I(4) and J(1)(a)...that if you look at it together, could allow the increment - the entire increment, to go to sorta the first come first served. if the bentley came in and locked down the full increment which those three paragraphs in conjunction allow they could tie up all the money."

    Date: Thu, 29 Mar 2007 15:25:10 -0600
    Organization: www.wesawthat.blogspot.com

    dear councilman marshall,

thank you for your 13 march 2007 resolution regarding citizen access to city business.

with this in mind, it would be most helpful if the city posted to its website the schedule of the suddenlink cable channel 4 rebroadcasts of the city council committee and the city council meetings.

it would also be most helpful if the city would archive and stream from its website these same meetings.

thanks again for your resolution and we hope that you will seriously consider amending, if needs be, your resolution to direct the city to make available those broadcasts online as it will be most beneficial to the public to watch those videos, at will, over the internet and have to rely less on the local media for reports etc.

    sincerely,

UPDATE: gannett/the advertiser: more than 50 resign from lafayette boards and commissions

    ====
gannett/town talk snip from a related story:
This mass exodus was due to Senate Bill 718, which went into effect today. The bill enacts stiffer financial disclosure laws that require members to release information about themselves as well as their spouses, such as occupation, interest/association with businesses. To avoid releasing the information, board and commission members needed to resign by Monday. ~ read more

city of alexandria has a few job openings

when alexandria, louisiana city councilman louis marshall first asked in the 11 september 2007 personnel / insurance committee meeting if the city still had a prohibition against hiring convicted felons he set off a firestorm of controversy. theres nothing wrong with hiring people that have previously spent time in jail, depending on the crime and circumstances sure, the problem with alexandria is that it doesnt have any decent management.

theres only two types of people in the world labor and management. when something goes wrong in an organization its never labor's fault -- its always managements fault because its management's task to train, supervise, inspire, motivate labor to get the job done.

look at the management you have in alexandria. you have a mayor that dont stand for anything and you cant believe not one word that comes out of his mouth. on the city council you have a gang of thugs and together these two factions couldnt manage their way out of a wet paper sack -- unless of coz theres something to steal on the other side.

oh sure the mayor will "stand up to the city council" but if you notice its only when his or his administrations authority is being usurped. mayor roy has shown time and time again that he doesnt have any problem whatsoever in taking away the peoples rights and civil liberties.

who in their right mind is going to work for an organization like this?

kalb reports in this video that the city of alexandria has more than two hundred vacant jobs. over two hundred vacant jobs.

**updated** at tonights city council meeting councilman fowler's resolution was brought up and city council president everett hobbs offered a substitute motion "that all council meetings starting today and in the future be aired on the access channel for a minimum of two weeks time at the following council meeting." seconded by councilman myron lawson.

councilman fowler asked "here in other words you're going to amend it not to show the june 12th meeting?" councilman hobbs replied that he was amending it to start today and councilman fowler cut in: "nah, i'am asking you if you're amending it specifically not show the june 12th meeting?" councilman hobbs replied "i'am amending it to start today and into the future."

a voice vote was then taken and councilman fowler asked for a roll call vote the yeas were myron lawson, everett hobbs, louis marshall and roosevelt johnson. voting no were harry silver and chuck fowler.

and there ya have it alexandria. if this doesnt prove to you that you have a majority of criminals running your city nothing will. the only question is what are you going to do about it?

alexandria city government: full of house negros

inspired by, but with apologies to, our pal the field negro

    the alexandria, louisiana city council
from left to right: myron lawson, harry silver, charles frederick smith,
everett hobbs president, louis marshall, chuck fowler, roosevelt johnson

one thing that strikes us as odd or even ironic is that one would think that when black people because of their history as slaves, segregation and oppression, come into power that they - of all people, would be the ones to show compassion and fair treatment, equality and justice - you know to show the rest of us how its done or how its supposed to be.

whats so dismaying and so disturbing to us because quite frankly we have been treated better by some black people in some situations than by our own kind, is to hear people talking in alexandria, at the barber shop, in line at the post office, etc... about for instance the developing utility bill crisis or the cleco case scandal, about how thats what you get when you elect blacks and they take over. no....to this we say - this is what happens when you elect house negro's and house negro's take over.

only a house negro would come up with and vote for alexandria's new abandoned vehicle ordinance and then have the town talk go out and photograph so called abandoned vehicles but only in the black neighborhoods...a field negro on the other hand loves the constitution and the rights that so many people have given so much to bring into force...

    a field negro feels just as compassionate for an old white woman who's struggling with her bills as he does for his own grandmother. a field negro never plays the race card because he sees his child and a white child playing in the park and marvels at their example. how it is that what all children only want and only see in another child is a potential friend and playmate. so he knows that racism and prejudice is not an inherent human condition but is taught and passed down in all races from generation to generation;

only a house negro would use taxpayer money to pay for a big party for him and his other house negros. a field negro would say come enjoy the fellowship but only if you can afford it and bring a sack lunch.

    mr. felton joshua age 89
on the alexandria utility bill crisis
"to me it's just robbing people thats all i can see they just robbing people"
    video

only a house negro would accept the excuse that was offered up by alexandria's finance director, david crutchfield, as to whether or not to rescind late penalties on utility bills because "that besides providing an incentive for customers to pay bills on time, the city also receives a lot of money each fiscal year from late payments.
In fiscal year 2004-05, Alexandria received $3 million from late fees and in 2005-06, $1.5 million. So far this fiscal year, which ends April 30, the late payments are around $1 million, Crutchfield said." when every field negro knows that in america the government is by, for and of the people and additionally everything in the city is already owned by the citizens of the city. only a house negro would try to "lord over" the people in such a way.

only house negro's would squander thousands of the taxpayers dollars on such foolish ventures and the dana pitcher boxing event and yeah we will throw que'in on the red in that too and every other bread and circus financed by the city when this looming utility bill crisis is hanging over the peoples heads. a field negro learns from his old enemy the fire ant and stores his provisions in the good times in preparation for the lean times. a field negro is looking out for and thinking about how soon the burning sun will appear and the elderly will be dropping like flies because they cant afford to run their air conditioners.

we have to wonder what the slaves would say about the present situation. would they be pleased? probably not. we imagine that they would be outraged and would say something along the lines of how dare you use our names and our struggle to advance your selfish cause. they would say that you didnt learn anything from us. and that you are just like the slave masters you are only about money, power and controlling other peoples lives.

its time for the field negros to come in from the fields...
