sb14 vote shows who the senatorial rats are
**updated 6:26 pm cdt thursday 07 june 2007**
sec'y kennedy and state senator "doc" hines appeared on wwl.com's garland robinette "think tank" show today.
here is a link to the .mp3 audio file of todays show
after-interview caller "randy from uptown" (talking about senator hines): "was that a commercial for legislative term limits? you just kind of repackaged it? the longer he talked (hines) the better kennedy looked. i've never met a worse advocate for his position, he basically threw the temper-tantrum that kennedy accused him of having thats why hes doing this"
garland robinette: "two things were amazing, number one he (hines) never did answer the question. one of his biggest things is, kennedy has to be taken out of this position because he selectively stops people from getting their agenda on the board." "randy from uptown" "GOOD!"
last year senator hines and agricultural commissioner bob odom (who recently the state supreme court reinstated theft, bribery and money laundering charges against) wanted to squander $135 million [100.2 eur] taxpayer dollars on a syrup mill that was to be located in senator hines district. according to sec'y kennedy who did "two financial studies indicated that the mill would go bankrupt." also senator hines son-in-law had a "vested interest" in the syrup mill. so sec'y kennedy kept it off the state bond commission agenda.
so in typical louisiana corrupt fashion senator hines and his sidekick state representative joe salter filed sb14 which would take away most of sec'y kennedy's power and authority at the state bond commission. this is despite the fact that the state bond commission eventually overrode sec'y kennedy and added the syrup mill to the agenda and it was (after a public outcry) eventually killed.
this vividly illustrates the fact that louisiana politicians are more interested in corruption than in honesty and morals. louisiana politicians arent interested in creating a better louisiana because they dont know how. after all, you cant make a silk purse out of a sow's ear. indeed, all they know is corruption because they are corruption.
disgustingly, our own senator joe mcpherson voted for corruption and the good ol' boy network.

Senate President Don Hines on Tuesday backed off his attempt to oust state Treasurer John Kennedy as permanent chairman of the state Bond Commission.
But the bill the Senate approved on a 25-9 vote would still give the Legislature’s top leaders majority control of what projects end up on the commission’s agenda.
And the Senate added another twist, deciding a majority of the Bond Commission members could place an item on the agenda with a week’s written notice.
The bill now heads to the House for debate.
“It’s only 50 percent as bad as it was but it’s still bad,” Kennedy said after the vote. “It just politicizes the Bond Commission.”
The Bond Commission oversees borrowing for projects using public money.
Kennedy added: “I don’t think most people are fooled about what this is about. This is Doc’s payback for me not supporting his sugar mill.”
Hines is a physician and his nickname is “Doc.”
Kennedy kept a Bunkie syrup mill project — pushed by Hines and Agriculture Commissioner Bob Odom — off the Bond Commission agenda.
The two-year dispute ended when the commission rejected the $135 million project in November.
As Senate Bill 14 came up, Hines asked senators to strip the provision that would have rotated the chairmanship of the Bond Commission among the state treasurer, the speaker of the House and the president of the Senate.
Hines said he was taking the step in response to senators’ reluctance to embrace the idea because of “news media and conservative talk radio” questioning “of the motivation of this bill.”
Hines said the executive committee that he proposed is needed because of “the arrogant and arbitrary manner,” in which Kennedy decides what the bond commission should hear.
Kennedy’s approach is “not in the best interest of the people of this state,” he said.
Other people have complained about Kennedy’s treatment of projects, Hines said.
“People should be able to make applications to the Bond Commission and not be hassled,” Hines said.
Kennedy said backers of the Bunkie mill project would not submit required paperwork. The commission overrode his decision and added the project to the agenda.
Hines’ son-in-law had a vested interest in the project and two financial studies indicated the mill would go bankrupt, Kennedy said.
Kennedy said he had no objection to the amendment offered by Sen. Reggie Dupré, D-Houma, which allowed a majority of the Bond Commission members to place an item on the agenda by filing a written request with the treasurer.
Under Dupré’s change, the item would have to be in compliance with commission rules and regulations.
Dupré originally offered an amendment that would have eliminated Hines’ executive committee but it was withdrawn.

Apparently, Senate President Don “Doc” Hines doesn’t get the concept of a representative democracy. That is a form of government where the citizens elect others to represent and vote on their behalf. In LA, that would be the legislature.
According to the story in today’s Baton Rouge paper, when Hines received a petition from Rep. Steve Scalise to call a special session, he “threw it in the trash can.”
The petition was a direct result of an outcry from the citizens of the state for action on the levee boards. Gov. Blanco had previously not committed to calling such a session, so Scalise, on our behalf, was pursuing the only other legal means of calling a session to redress our concerns. Hines’s arrogant and disrespectful response was a slap in the face to every citizen of LA. It was a failure to recognize the role of a legislature.
Hines owes every citizen of LA an apology and especially to those of us who are victims of the ravages of Hurricane Katrina which were due, in part, to the negligence of the levee boards.
Kudos to Scalise for his efforts which apparently cause our governor to finally take action.

Session to focus on levee boards
By MICHELLE MILLHOLLON and MARK BALLARD
mmillhollon@theadvocate.com
Capitol news bureau
Consolidating the levee boards is emerging as the central issue for the upcoming special session. The question on some lawmakers' minds is whether Gov. Kathleen Blanco can build a consensus for it.
"The worst thing we can do is to call a special session, spend a lot of taxpayer money … and come out of there with no success," Rep. Tom Schedler, R-Mandeville, said Friday from Atlanta, where he was attending the Peach Bowl.
Blanco told legislators late Thursday that she plans to call them into session in late January "to consider a variety of legislative proposals."
Her announcement came on the heels of Rep. Steve Scalise, R-Jefferson, circulating a petition for lawmakers to call themselves into session.
Senate President Don Hines, D-Bunkie, admitted Friday that he crumpled up Scalise's petition.
"I threw it in the trash can," Hines said. "I just thought it was unnecessary for the Legislature to do this."
Politics doomed an attempt to consolidate regional levee boards during the November special session. The legislation by Sen. Walter Boasso, R-Arabi, cleared the Senate but died in the House.
Earlier this month, a U.S. Senate committee investigating hurricane response heard testimony about turf wars that broke out during the levee breaches that flooded the New Orleans area after the hurricane.
Army officials complained they were blocked by one levee district from fixing a breach. Another levee board official said annual inspections amounted to officials having "beignets and coffee."
Blanco already has testified before Congress about her response to Katrina. She is expected to testify again in February.
The feeling among State Capitol figures is that consolidating the levee districts would win points for Louisiana in Washington.
Sen. Jay Dardenne, R-Baton Rouge, said consolidation of the levee board could have been accomplished during the special session in November had Blanco been willing to push. But she did not.
Dardenne said Blanco appeared to be pulling away from having a second special session until the last couple of weeks, when lawmakers, citizen groups and business interests began pressuring the administration to address the levee board issue.
Two weeks ago, Blanco announced that she always had embraced consolidation of the levee boards but felt it couldn't be accomplished in the November meeting.
"The groundswell to do something about the levees has forced her into some action," Dardenne said Friday. With Blanco's backing, changes to statutes to change out the dozen and half levee boards for one entity could easily be accomplished in a week or so, he said.
"The consolidated levee board will be a slam dunk. It should have been a slam dunk last special session," Dardenne said from Disney World, where he is vacationing with his family.
Blanco supporters responded to criticism about not backing the Boasso bill by saying his measure was introduced too late in the last special session to receive adequate attention. Instead, Blanco pushed a bill that would create another panel above that of the existing levee boards. That bill passed.
High-ranking politicians, including Lt. Gov. Mitch Landrieu, as well as the business community criticized the Legislature for failing to pass measures that would consolidate the levee boards.
However, Hines, who was hand-picked by Blanco to lead the Senate, said he does not understand the rush for consolidating the levee districts considering that the Army Corp. of Engineers has control of rebuilding the levees.
"Everybody is screaming and yelling for the consolidating of the levee boards," he said. "I don't see where it is going to accomplish much right off."
Schedler supported levee board consolidation in the recent special session. But he said Friday that a lot of questions arose after the session, including whether small, privately funded levee districts would be affected.
He said he plans to meet with Boasso in the next few weeks to work out the kinks on the legislation.
Schedler said it's crucial to Louisiana's future for Blanco to iron out the issues and build a consensus.
"I think she's got to attempt to pull this thing together," he said. "I still think we're very disjointed. We have some talented people. I don't see a consensus developing (or) one clear focused message coming out of Louisiana."

EDITORIAL: Revenge isn't sweet
House members should reject a bill that would water down the authority of the state treasurer over the State Bond Commission, thereby making it easier for lawmakers to push boondoggles and pet projects.
Senate Bill 14 would create an executive committee of the Bond Commission, consisting of the Senate president, House speaker and state treasurer. That panel would set the agenda for the commission, a power that the treasurer, as chairman, now enjoys. It would also allow a majority of the full commission to put items on the agenda via written requests.
Senate President Donald Hines, sponsor of the bill, has reason to be unhappy with Mr. Kennedy. The treasurer fought efforts to use state bonds to build a syrup mill in Sen. Hines' district -- a mill that would have benefited the senator's son-in-law, who is a sugar cane farmer.
Sen. Hines has insisted that this bill has nothing to do with the syrup mill and is simply a matter of good public policy. But no one should be fooled. This is a political maneuver, and Mr. Kennedy shouldn't be punished for defeating an ill-conceived project. Moreover, his hands shouldn't be tied so that he can't fight the next one.
There was talk of amending this bill to require a unanimous vote of the executive committee -- an effort to prevent the two legislative members of the executive committee from ganging up on the treasurer. But it would be far better to kill this measure than try to make it slightly less deplorable.
If the House doesn't have the good sense to reject it, Gov. Kathleen Blanco should veto it.

sb14 treasury sec'y kennedy needs your help
louisiana's state treasurer john kennedy does a good job in exposing and preventing waste, fraud and abuse in louisiana state government. however, instead of doing that what is right because louisiana politicians being what they are; prefer to play the "get even" game. so, predictably state senate president donald e. "doc" hines and state house speaker joe r. salter have schemed together to file a self serving (and probably unethical) sb14 (see link) to remove treasurer kennedy from his constitutionally mandated role as chairman of the state bond commission to make it a rotating chairmanship between senator hines and representative salter (or the senate president and speaker of the house) "and then the state treasurer." if you notice sen. hines and rep. salter have fixed it up so that the treasurer would have to wait 3 years to be chairman. additionally they set up an "executive committee" made up of the president of the senate and the speaker of the house and the state treasurer. this executive committee will set the agenda for the bond commission meetings. they did this so they can outvote 2-1 treasurer kennedy.
new orleans times-picayune writer ed anderson wrote a great article about this called "bill would weaken treasurer's power." heres some excerpts:
Under existing law, the treasurer is permanent chairman of the commission, the panel that approves spending for capital construction projects and bonds to finance statewide and local projects.
State Treasurer John Kennedy said Friday the bill is aimed at diluting his power because he has been an outspoken critic of a sugar syrup mill Hines wanted the commission to approve for his Bunkie district, and because he has been a vocal opponent of some of the administration's spending priorities and the lack of progress in rebuilding the hurricane-hit areas of the state.
Blanco spokeswoman Marie Centanni said [...] "the governor said she thinks it's a great idea."
"I am going to fight this with everything I've got," Kennedy said. "This is an attempt to stop a statewide official from doing his job. . . . I am not a member of their club. I make the right people mad. If we had this in place you wouldn't have one sugar mill (in Lacassine); you'd have six."

sb312 how mandatory fluoridation was sprung on louisiana - sb312 signed into law 06 july 2008
UPDATE: on 06 july 2008, governor piyush "bobby" jindal signed sb312 into law
somehow, senator hines sb963 prevailed as hb1440's history shows that despite its being reported favorably by a 10-0 vote of the house committee on the environment, the state house on 01 may 1997 designated it a duplicate of sb963.
on 17 july 1997 governor mke foster signed sb963. on 15 august 1997 it went into full force and effect as act 908.
act908 enacted r.s. 36:259(BB)(3) which placed within the department of health and hospitals the fluoridation advisory board which act908 likewise created out of thin air by enacting r.s. 40:5.11.
central louisiana member of the fluoridation advisory board: frederick m. hilburn, ii, 3212 pine ridge drive, pineville, louisiana 71360 (318) 445-6654.
act908 besides creating another state dead-head, political patronage board simply "encourage[d] each public water system...to provide fluoridation of its water supply by january 1, 2000."
however, here it is 2008 and the state water systems are not complying - this is even mentioned in one of the below videos and we will get back to that later.
on 20 march 2008, lake charles democrat, willie mount prefiled her senate bill no. 312. sb312 amends r.s. 40:5.11 by striking out the word "encourage" and inserts: "each public water system...shall acquire, install, operate and maintain appropriate equipment and material in order to maintain the level of fluoride in its water system in the optimal range..."
video direct link
on 30 april 2008, sb312 was heard by the senate committee on health and welfare conveniently chaired by the bills author lake charles democrat, willie mount. the entire hearing -- if you can honestly call it that -- took less than 14 minutes. no opposition to sb312 was allowed or even asked for.
video direct link
on 06 may 2008, sb312 was passed by the state senate in under 6 minutes.
video direct link
on 28 may 2008 sb312 was heard by the house committee on health and welfare a committee again conveniently chaired by its handler in the state house kay 'bucket of bolts' katz. this "hearing" took around 20 minutes. no opposition was heard or asked for.
video direct link
on 12 june 2008 the state house passed sb312 in around 15 minutes.
video direct link
on 17 june 2008 the state senate in under 2 minutes rejected the house amendments.
on 19 june the house appointed its conference committee consisting of representatives: katz, labruzzo and nowlin.

video direct link
in less than 2 minutes the senate adopted the conference committee report. the conference committee report was signed by senators: willie mount, sherri smith-cheek and bill cassidy -- senator cassidy by signing the conference committee report and and voting for sb312 shows that he is just another quack doctor and/or another big government thug masquerading as a conservative republican. senator cassidy is running, hopefully unsuccessfully, for united states congress for louisiana's sixth district. representatives kay 'bucket of bolts' katz and john labruzzo - interesting video of this clown -- only representative ricky nowlin refused to sign, which isnt saying much since he said that he supports fluoridation.
video direct link
on 22 june 2008 in under 15 minutes the house adopted the conference committee report and this cleared the way for sb312 to be sent to the governor. only state representative sam jones had the courage to speak out, but even he was afraid to go all the way and bring up the health hazards associated with fluoridation.
throw out all the scientific research done by ph.d's and scientists, chemists, nobel prize winners and so forth on the tremendous health hazards of fluoridation. as these video's clearly show in a louisiana context, knowledge doesnt apply. in fact knowledge is the last thing that any louisiana legislator wants. knowledge to a louisiana legislator is like kryptonite to superman or as chris rock might say, knowledge to a louisiana legislator is like a book to a nigger.
we normally frown on using wikipedia as a source. however, the below list of fluoride incidents is taken from wikipedia. where a link to a reference was provided we've checked it and linked directly to it. those references that didnt have a link we reproduced below. we guess someone with a lexis-nexis or something similar subscription (which we dont have) could find them.
Perhaps the worst incident in the United States occurred in Hooper Bay, Alaska in 1992. When fluoridation equipment failed, a large amount of fluoride was released into the drinking water supply and 296 people were poisoned; 1 person died,[136] marking the first reported death due to fluoride toxicity caused by drinking water from a community water system.[137 and here]
3 dialysis patients died and 6 were sickened at the University of Chicago Hospitals when the water filtration system failed on July 16, 1993. A hospital spokesperson said that the deaths and reactions “were consistent with fluoride exposure.”[138]
Schoolchildren in Portage, Michigan experienced vomiting and stomach pains when an electrical surge caused excessive amounts of fluoridation chemical to be injected into the school’s well in July 1991. [139]
In June, 2002, 23 employees of Humphry Systems Inc. in Dublin, California became ill after a fluoride pump malfunctioned near the business. All of the affected workers had drank from the water fountains, and experienced vomiting and nausea. [140]
34 restaurant diners became sick after a fluoridation equipment malfunction caused an acute outbreak of fluoride poisoning in August 1993, in Poplarville, Mississippi. Severe gastrointestinal illness was reported by 34 out of 62 customers in a 24 hour period. [141]
A dialysis patient died from fluoride overdose in Annapolis, Maryland when 1,000 gallons of excess fluoride chemical spilled into the drinking water on November 11, 1979. 7 others became critically ill. Brain damage, a heart attack and many other illnesses resulted.[142]

jim beam freaking over piyush scam's charlie dewitt role
this is hil-freaking-larious watching the snake charm wear off the states mental migets as they begin to realize that piyush is what we've maintained all along -- nothing more than a fast talking con-artist and a scam.
anyway, today, retired lake charles american press columnist, jim beam, craps his depends (see link) over word that gov-elect piyush scam "confirmed that former House Speaker Charlie DeWitt, D-Alexandria, is among some current legislators who are helping him get the pulse of the new Legislature."
mmhmm
now you have to watch mr. beam because he doesnt always get his facts exactly um correct, as shown in this piece he wrote back in the summer against senator joe mcpherson.
sure enough, in todays piece mr. beam hides behind the words of some mysterious reader -- "One reader put it this way, “Has Jindal watched DeWitt’s speech against the passage of ethics legislation this past session — and it was an antiethics speech, no matter what he said ..."
it just so happens that central la politics blog has that video available and its embedded along with the embed state of representative jeff arnold's comments on hb730 in their post here.
anyone bothering to watch that video can easily see that rep. dewitt's words were not "antiethics" at all and neither was his speech "against the passage of ethics legislation." in reality it was two louisiana state senators who killed the so called glass pockets ethics reform. those two senators were robert adley and donald "doc" hines.
by the way, the self serving senator robert adley should have had his ass handed to him in this just recently concluded election. however, the gannett controlled shereveport press were remiss in their duties when they failed to remind their readers of senator adleys contempt for ethics reform. not only does louisiana need ethics reform, we need media reform.
its also a lie when mr. beam writes "The House voted for 88-13 for the bill on May 30, rejected Senate changes to the measure on June 26 and voted 51-49 on June 28 to send it back to a conference committee where it died when the session ended. DeWitt spoke against and voted against the bill the first time around and repeated that performance June 28."
the house of representatives roll call vote [one page .pdf] shows that on hb730 on 28 june 2007 rep. dewitt voted yea.
in louisiana we citizens not only have to watch the lying politicians we also have to watch out for the lying media.
dependable piyush media whore john maginnis in his column yesterday repeats the lie that "The Senate refused to exclude local officeholders, the House refused to include them..."
so on the one hand we have jim beam and his mysterious reader(s) already writing off the piyush administration stating “Gov.-elect Jindal will...find himself in the same place as (Buddy) Roemer and (Dave) Treen did when they were out-politicked by the ‘good ol’ boys ..” while on the other hand, john maginnis is assuring us that "what legislators, particularly Democrats, unwittingly accomplished [hb730] was to tee up the [ethics] issue perfectly for candidate Jindal, who made it a compelling but safe platform plank, as did other Republican candidates."
good grief!
believe very little to nothing that you read and see in the media. this bunch wakes up in a different world everyday. research things for yourself. if we had just ignored the media and done that all along we wouldnt have found our state, our nation and our world in the mess its currently in.
