at 2:22 pm cst, after days of house floor debate, speaker nancy pelosi pronounced h.con.res 63 "agreed too." our only problem with it is that its non-binding, although steny hoyer at the after vote press conference explained that had it been a binding document that the president could veto it but that the president could not veto the opinion of the house of representatives.
