why is alexandria, la. mayor jacques roy leaking city of alexandria letters to bloggers?
a local blog is sporting a letter dated today (13 november 2008) from city of alexandria council president louis marshall to city of alexandria, la. mayor jacques roy and others.
as you can see below, council president marshall's letter is captioned "request for executive session" and is stamped "received nov 13 2008 mayor's office city of alexandria." so obviously this is the mayor's copy.
click here to download one page letter .pdf [235 kb]
click here to download one page complaint .pdf [217 kb]the blogger who just happens to be a local attorney has responded by filing an open meetings law violation complaint to the rapides parish district attorney's office as well as to louisiana attorney general "buddy" caldwell.
unfortunately, the complainant doesnt explain in his letter or accompanying blog post exactly how, by statute, this letter is indicative of a "clear and open violation of the open meetings laws."
knowing the hi jinx of all this crew, like we do, the first thought that comes to mind is to wonder whether or not council president marshall was set up.
notice in his letter council president marshall writes that "after having several discussions with trey gist, i think it would be best to go ahead with the executive session..." trey gist is mr. howard b. gist, iii, esq. and long time city of alexandria, la. attorney. why didnt mr. gist advise council president marshall that such a meeting was a violation of louisiana's open meetings laws?
look at the instantaneousness of the letter and complaint being posted online. we suppose that the blogger could explain that he got the letter through a public records request but how would someone outside of alexandria city hall know of the existence of such a letter, especially -- within hours or minutes even; on the very day that it was drafted and sent?
so yeah this incident from top to bottom needs to be investigated; the louisiana attorney rules of professional conduct at rule 8.4 state that its professional misconduct for an attorney to:
(c) engage in conduct involving dishonesty, fraud, deceit or misrepresentation;
(d) engage in conduct that is prejudicial to the administration of justice;

alexandria city council passes hotel bentley resolution
the never ending saga that is the historic downtown alexandria, la. hotel bentley continues. today in a special city council meeting, the alexandria city council approved a resolution in which the city council, amongst other things, strongly endorsed the central louisiana chamber of commerce's executive board entering into discussion and consultation with the second century bentley group [second century bentley, l.l.c. who's manager and member is cyntreniks hospitality company, l.l.c. who's manager is brace b. godfrey, jr. - nu vieux, l.l.c. is also a member] for the establishment of a public/private collaborative to facilitate the group's effort to restore, renovate and reopen the historic hotel bentley.
heres the video of the meeting - no clue why the video is "narrow" like this.

citizens call for robert ratcliff to resign as a commissioner of the historic preservation commission for the city of alexandria
wst... is in receipt of several letters currently circulating amongst concerned alexandria, la. citizens. the letters stem from robert ratcliff's cutting up and moving an historical queen anne style home. the last letter calls for robert ratcliff to resign from the alexandria historical preservation commission.
the first letter dated 03 july 2008 from 'concerned residents of the monroe street/garden district area' to robert ratcliff, who is the president and c.e.o. of ratcliff construction company, l.l.c., implored him to "reconsider [his] decision to move this beautiful example of a nineteenth century queen anne (located at 2401 monroe street) outside of the city limits." click here to download one page .pdf
sources tell wst... that mr. ratcliff's response to this letter was pretty much to tell the residents to mind their own business.
sources further inform wst... that this beautiful home is probably being moved by this commission member to make way for low rent apartments. mr. ratcliff needs to be ousted for if nothing else but being a rank hypocrite.
not to be outdone, concerned residents in a letter dated 10 july 2008 and directed at mayor of alexandria, la. jacques roy as well as city councilman louis marshall and melinda anderson, executive director of the historic preservation commission to express their: "[S]hock and outrage that a man who is entrusted with the duty of advocating for, protecting and preserving Alexandria’s historic buildings and neighborhoods, has perpetrated an act counter to what his title implies. As a Commissioner of the Historic Preservation Commission for the City of Alexandria, Mr. Robert Ratcliff’s actions do not embody the creed of that Commission."
[...][W]e are calling upon him to resign due to the conflict of interest he has shown in his actions of failing to protect the historic buildings that he has been commissioned to protect. We do not feel that a person who has committed such an act should be entrusted with the future of our city’s historic buildings." ~ click here to download two page .pdf

local media silent on cenla legislators 'non-governmental organizations (NGOs)' scam
the local media has reported nothing about the non-governmental funding requested by central louisiana legislators - why?
in his blog post here c.b. forgotston gives us instructions on how to uncover our legislators non-governmental funding requests.
following mr. forgotston's instructions and once you get to the search screen you can search each legislator by name - heres one example:

the list of all the ngos that legislator is requesting taxpayer money for will show up -- you can then click on that organizations name to learn more about it -- such as:
The recipient entity's mailing address (if different): $180,509
Mt. Zion Community Development Corporation - Health and Wellness Ministry

The last four digits of the entity's taxpayer ID number: 5982
Which legislator requested the amendment? Dixon, Herbert B. (H)
Which legislator is the sponsor?

do speed humps keep out undesirables?
the alexandria city council committee and council meetings continue to be a gold mine for blogosphere fodder. small wonder the city doesnt really want a professionally ran channel four or city website with the streaming video, eh?
in this clip of a lively exchange between alexandria, la. city council president louis marshall and city of alexandria chief operating officer, kay michiels, council prez marshall just cant seem to be able to make the leap in understanding why speed b/humps are not a good idea.
council prez marshall even claims that speed b/humps help to keep out "undesirables" exactly how so we're not sure since he didnt elaborate. anyway, it brought to mind this kalb & mike magnoli, 26 september 2007 report:.
in this video one can plainly see that speed b/humps reduced the response time of alexandria police officer david foshee who was responding to a fight which had broken out and had drawn a "large crowd." it would seem that if someone in a "large crowd" or otherwise, was wanting to do harm to a police officer, that the police officers having to slow down to a crawl to traverse a speed b/hump would leave them most vulnerable to a gunman or brick-bat thrower.
an alexandria resident, shamekica deal, interviewed in mr. magnoli's story says "they (alexandria police) need to patrol more in the neighborhood..."
central la politics points out that council prez marshall's comments are "amazingly stupid" especially "coming from a black man, because it is more often than not blacks who fall victim to being called those "undesirables".

did gannett corporate force the town talk to report local news?
as everyone who's been following this knows, since the first of the year the blogosphere has been raising all sorts of hell over the local corporate media's non-news reporting about the 21 december 2007 special alexandria city council meeting regarding the star tek lease and the failure of the corporate media in not reporting the city of alexandria, louisiana's non-rebroadcasting via public access channel 4 of same.
on saturday 12 january 2008 we posted our latest rant here about the media criminals and their refusal to print truly newsworthy local news. bright and early monday morning 14 january 2008 we noticed a computer from gannett corporate direct hit that post - see here. a little while later here comes the town talk.
so imagine our pleasant surprise when we logged onto the town talk's website this morning to read: "alexandria council president stands by decision not to air special meeting."
in this well written and extensive report by the town talk reporter, karina donica (see we'll give the corporate media credit when its warranted) we learn (like we've maintained all along) "that the purpose of the roughly 10-minute meeting was significant for alexandria."
in todays town talk article council president marshall says that rebroadcasting the 21 december 2007 special city council meeting would "lead to confusion." since when does giving the citizenry the information to which they are entitled confusing? it's more likely the "confusion" lies in the pack of criminals who sit upon the alexandria city council in keeping their lies and dealings hidden from public view and the "confusion" that lies in explaining same to the citizenry.
heres a heads up to gannett corporate and the town talk - the next thing we will be raising hell over will be for a thorough investigation into channel 4 - who exactly operates it, who are the people that work the cameras and the equipment? are they city of alexandria employees? and if not, then why not? how much do they receive in financial or other consideration? do they have a contract with the city? for how long and how did they get it? who is this mysterious CQ entity we understand has a hand in city council meetings broadcasting and what relationship, if any, does CQ have with certain alexandria city councilmen?

another reason alexandrian's should resoundlingly reject the redflex scam
many years ago we worked at a place in alexandria that had off-duty sheriff deputies as security. often during slow periods they would regale us with stories about all the crime that occurs not just in alexandria but in rapides parish. one piece of advice, off the record of coz, that a sheriff deputy gave us back then was that if you find yourself in alexandria after dark and you're at a redlight and the coast is clear -- run it. because at redlights you are vulnerable to things like carjackers and robbers.
think about what a bonanza these redlight cameras are going to be for the carjackers and robbers. it will be open season on the citizenry. especially the elderly. most of whom are already afraid to drive one mph over the speed limit because they might be pulled over and because [the speed limit] is the law. or god forbid one of their gossipy friends pass by and see them pulled over getting a ticket.
what if you or your loved one, one night, is stopped at an intersection where one of these redflex redlight cameras is at and you notice some suspicious individuals milling around. you or yours have to weigh going ahead and running the redlight for safety's sake. you know if you run it you're going to get a ticket in the mail. if you dont run it you might be dragged from your car, beaten and left bleeding at the intersection.
you say the cameras will film it -- well what difference does that make if you or someone you love has a cracked head or injuries you or they might never fully recover from? besides the robbers are gonna know to wear a disguise etc.
the mayor, the city attorney, the city council, the police chief, they do not give a damn about you or your families safety. its all about making money -- for them and their friends.
if you go along with this redflex redlight scam you're a putz and you get just what you deserve.

corrupt alexandria city government advancing the redflex red-light scam
video - hereas luck would have it we dont currently have a copy of a contract that redflex has with a louisiana muncipality but we do have a copy of the contract that redflex has with the mountains recreation and conservation authority, a public entity of the state of california. and its a doozy. you can download the 31 page .pdf here.
all we had to read was this first "whereas" in the recitals to see how this scam operates. do you see the deception? redflex has EXCLUSIVE "knowlege." this means that the city wont even know what information and databases redflex is compiling on you, who or what they are sharing or selling the information to and you wont be able to find out from the city under a public records request either.a shocking comment made by the city attorney mr. johnson was when he said that "as soon as redflex can get all that to me (the above mentioned information) i intended to present it to the council IN EXECUTIVE SESSION." now this statement should immediately send up red flags! the first thing you have to ask yourself is why is the city being so secretive? what is the city hiding and what is it about redflex and this spy camera scam that the city doesnt want you to know?
RS 42:6.1 is the statute that governs the exceptions to open meetings. the only possible provision that might apply is 42:6.1A(3) which states: Discussion regarding the report, development, or course of action regarding security personnel, plans, or devices. how could this possibly apply? after all, they're just talking about simple red-light cameras right? you run a red-light and get your picture taken and a citation in the mail right? we're not talking about security protocols for a presidential visit or security measures for the d.g. hunter power plant. or is there a lot more to all this, that the city isnt telling you about and that the city doesnt want you to know? we think its a lot more to it than what the city would have us believe.
you dont have to possess a degree in psychology to figure out that this is all about making money. one clear example is the statements made by councilman louis marshall. you can almost see the dollar signs in his eyes when he goes on about "the reason why i ax'd that this be put in the committee, while i was down in new orleans...listening to the television there...jefferson parish had if iam not mistaken 16,000 tickets paid, only two were contested...this could be something that could be another revenue source for the city." so there ya have it! just like we've maintained all along its about the money. after councilman marshall made the above statement and after a period of time elapsed he must have thought that he should add this bit in just to cover himself "and at the same time you could be making a lot safer for the city..." mmhmm.. now if councilman marshall would have been thinking foremost about safety that would have been what he mentioned first instead of as an afterthought -- because safety, it is an afterthought.
if you really think this bunch whether its the mayor, the city council, the chief of police or redflex really gives one damn about you or your families safety please leave us a comment and let us know what kind of drugs you're on.
speaking of the mayor (and if this guy ever leaves politics he should really go to hollywood and pursue a career in the movies coz hes quite an actor) gave his obligatory spiel against cameras. this was so reminiscent of his little speech he gave against the baggy pants ordinance which you might remember he allowed to become law anyway knowing full well that its wrong. so dont count on hizzoner to come to the rescue and dont pay any attention to what he said coz its all bullshit, just an act and as hes already shown that as long as its politically expedient, he will sell you down the river in a heartbeat.
some think that these cameras only take still pictures. wrong. these are full motion cameras and if you had watched the presentation that redflex representative charlie buckels gave to the city council back in the spring you would have known this. [video here]
so do you really want some perv sitting in a computer room thousands of miles away making rude comments about your wife's ass or your daughter's tits? not to mention where all this video is being stored and shared with.
the bottom line is that this is a colossal scam.

city of alexandria has a few job openings
when alexandria, louisiana city councilman louis marshall first asked in the 11 september 2007 personnel / insurance committee meeting if the city still had a prohibition against hiring convicted felons he set off a firestorm of controversy. theres nothing wrong with hiring people that have previously spent time in jail, depending on the crime and circumstances sure, the problem with alexandria is that it doesnt have any decent management.
theres only two types of people in the world labor and management. when something goes wrong in an organization its never labor's fault -- its always managements fault because its management's task to train, supervise, inspire, motivate labor to get the job done.
look at the management you have in alexandria. you have a mayor that dont stand for anything and you cant believe not one word that comes out of his mouth. on the city council you have a gang of thugs and together these two factions couldnt manage their way out of a wet paper sack -- unless of coz theres something to steal on the other side.
oh sure the mayor will "stand up to the city council" but if you notice its only when his or his administrations authority is being usurped. mayor roy has shown time and time again that he doesnt have any problem whatsoever in taking away the peoples rights and civil liberties.
who in their right mind is going to work for an organization like this?

video: alexandria city council overrides mayoral veto
5:23 pm cdt [link to video time 16m45s] alexandria, louisiana city council votes 5 - 2 to override mayor jacques roy veto of the city council's ordinance number 231; hiring of it's own attorneys: john w. "jock" scott and toni rachelle martin. mayor roy and other citizens insist that the city council hiring its own legal counsel outside the purview of the city attorney is a violation of alexandria's home rule charter.
first mayoral veto override in memory...
local attorney greg upton addresses the alexandria city council [link to video time 5m50s] and says that he represents the "consensus opinion of a group of about thirty-five or forty individuals that have been meeting for approximately the last six weeks."mr. upton says that "in our opinion it's (ordinance 231) a serious and fundamental threat to our basic document of city government and thats the home rule charter." and that "abiding by the charter: its not optional...each and every member of the council is legally and ethically obligated to abide by the terms of the city charter. in our opinion ordinance 231 is illegal. voting to override the veto, in our opinion, would be allowing the consummation of an illegal act and would be a violation of the city charter."

“I suspect there to be litigation of some form, I don’t know at this time who the filing party or necessarily who the opposing party would be,” City Attorney Charles “Chuck” Johnson said in a phone interview.
There is a variety of ways the case could go on. A “declaratory judgment,” for instance, he explained, could be the next step if is filed by the mayor or a member of the public.

Council overrides mayor's veto; mayor files lawsuit to stop council from hiring own attorneys
The Alexandria City Council members revived a controversial ordinance to allow the council to hire its own attorneys, but the ordinance has been stalled by a court order issued today.
Mayor Jacques Roy filed a lawsuit as soon as the ordinance was readopted by the council by overriding the mayor's veto, prompting the 9th Judicial District Court to issue a temporary restraining order.
That means “it is enjoined from being in effect until further hearing and decision of the court,” Roy said in a phone interview after the meeting.
During today's council meeting, Councilmen Roosevelt Johnson, Myron Lawson, Louis Marshall, Everett Hobbs and Charles F. Smith Jr. voted to bring back the ordinance in an ongoing dispute some believe is hurting the city’s image.
The council overrode the mayor's veto of an ordinance authorizing the council to hire its own legal counsel.
Councilmen Harry Silver and Charles L. "Chuck" Fowler voted against overriding the veto.
**update 3** town talk:
Alexandria Mayor Jacques Roy reacted swiftly Tuesday to a decision by five City Council members to override his veto of an ordinance allowing the council to hire its own attorneys by immediately suing to block its implementation.
Roy said he filed the suit as soon as the ordinance, which he had vetoed about a week ago, was readopted during Tuesday's council meeting.
The suit prompted the 9th Judicial District Court to issue a temporary retraining order, meaning the ordinance "is enjoined from being in effect until further hearing and decision of the court," Roy said after the meeting.
The ordinance, which seeks to allow the council to contract its own legal team independent of the city's legal department, has been the focus of disagreement about whether the hiring of such attorneys violates the City Charter.
