anything on this header could be forged, except probably, the reply to address. what the header shows as the ip address of the sender: 193.42.231.60 is from gazeta.pl so maybe what these 419 spammers are doing is sending their spam from their own isp email address and through their own isp and using the yahoo email address to collect the replies at...and just maybe the isp can cut them off totally.

we hate to give anything away but you can see how the fraudsters messed up in getting the partner and the soldier names mixed up.

So one would think if the police are reporting it as fact it is a little buit more than fact. Now Royboy can boy a moonpie and a RC Cola for every black face in America and I don't give a shit until he uses taxpayers money.

He wants to file lawsuits against the City Cuncil for violating the City Charter but he, according to Alexandria Ciy Policemen, has vilated the law in spending money on projects unapproved by the City Council and proper budget adjustment.

By a vote of 60 to 39 this morning, Sens. Kennedy and Smith's hate crimes amendment was attached to the defense authorization act. After three days of virtual silence, several Republican senators spoke against the bill within the two hours of debate. Sen. Lindsey Graham briefly argued that, if passed, the President will veto the hate bill and arms bill together, jeopardizing timely support of our troops. Sen. Jeff Sessions contended that states are adequately dealing with hate crimes and that Kennedy's amendment burdens the defense authorization bill. Senate majority leader Mitch McConnell, arriving after the debate, was allowed to very briefly state that a hate bill was irrelevant to an arms bill.

The real hero of the day was Sen. Orrin Hatch. Yesterday he stood alone among Republicans to publicly oppose the hate bill. But today he spoke three times with powerful, logical, legal, and constitutional reasons why the hate bill is redundant to state law enforcement, which adequately deals with all kinds of violent crime. He said that gender identity, as put forth in this legislation, is unclear. Its definition depends on the subjective perceptions of both the hate criminal and the victim. He offered his own amendment (which was later passed unanimously) calling for the federal government to authorize studies to determine if states are adequately enforcing hate crimes laws.

Remarkably, Sen. Byrd of West Virginia, habitual supporter of the hate bill, voted against it. If only one more pro-hate bill Senator, Democrat or Republican, had been persuaded, either by massive calling during the last week or by impassioned attack of the hate bill on the floor of the Senate, the hate bill would have been destroyed in this Congress. It would have to be resubmitted in the next Congress under the stigma of having been rejected six times. Yes, the President has promised to veto today's hate bill victory. But at the same time, the hate bill, through passage now by both House and Senate, is energized and dignified as never before to be easily ratified in the next Congress, little more than a year from now.

Credit for hate bill victory must largely go to the repeated impassioned speeches by Sens. Kennedy and Smith, but leaders of the religious right and Republican senators are, by default, just as responsible. Since the defense appropriations act was introduced 16 days ago, opening the possibility of hate bill attachment, there has been an astonishing lack of consistent warning from leaders of the religious right. This has grown even more acute since Monday, with a virtual blackout of warning from all new right websites (See, Do New Right Leaders Want Hate Bill Passed? and Hate Bill Ready for a Vote). As a result, the millions of calls which might have been generated amounted to a relative trickle. Only at the last minute, yesterday, when it became virtually impossible to influence today's Senate vote, did new right leaders send out calls to action.

Such dereliction of duty was reflected on the floor of the Senate this week by the silence of Senators well known to oppose hate laws. Day after day they ignored invitations to speak to the Senate against the hate bill.

Both new right leaders and Republican senators represent themselves as watchmen on the wall, guardians of our freedom. Yet God told the prophet Ezekiel that if, as such a watchman, he knew the enemy was coming and yet did not sound the alarm, he would lose his eternal soul (Ez. 33)

For the past several weeks, both Christian and Republican leaders have seen the enemy coming. Yet they did not sound the alarm in a timely and effective way. For this they will have to answer to their Creator. Meanwhile, all Americans now are very, very much closer to having to answer to the federal "thought police" for every idle word that is not politically correct.

the thing is though is that da mayor only succeeds in making himself look like an even bigger ass.

[G]iven the desires of the City Council, and including the unanimity by which this Ordinance was passed, the Administration has decided not to exercise the right of veto. A veto would be meaningless since the Council has voiced its unanimous decision to move forward on this matter after being reminded of the issues surrounding the law’s application. On the other hand, the matter deserves a special message from the Administration because there are concerns about the over breadth and vagueness of this Ordinance and perhaps its execution without Court sanction to avoid legal challenges which might result in liability to the City.

in other words the mayor is saying that even though he believes this ordinance is unconstitutional and unenforceable but since the city council unanimously passed this ordinance to veto it would be pointless.

above that the mayor wrote:

Because the council’s decision was unanimous and because this ordinance does not involve construing the Alexandria Home Rule Charter, as to organization or structure, in a manner inconsistent with the Charter, I will not veto the ordinance but also will not execute it, allowing it to become law by default...

this isnt an accurate statement either because sec 1-04 of the alexandria city charter states that:

[T]he city shall have and is hereby granted the right and authority to exercise any power and perform any function necessary, requisite or proper for the management of its affairs, not denied by this charter, or by general law, or inconsistent with the constitution. emphasis ours.

on 04 december 2006 jacques roy took an oath of office [video] in which he solemnly swore to support the constitution and laws of the united states...however the mayor is not honoring his oath. anyone with two brain cells to rub together knows that the legal thing for the mayor to have done would have been to veto the ordinance and if the city council overrode his veto, so what? then the blame would be solely on their heads. now the mayor is culpable and whats worse mayor roy is willing to play silly word games and politics with our civil liberties and freedoms.

Appeals court reverses Fields’ eligibility ruling
State Sen. Cleo Fields cannot seek re-election to office in the Oct. 20 primary election, an appellate court ruled Wednesday, siding with a group of Baton Rouge residents who challenged Fields' candidacy.

In a 7-5 vote, the 1st Circuit Court of Appeal reversed the ruling of a state district judge and decided Fields was barred from running for another term in his Baton Rouge-based Senate seat because of term limits.

The court case hinges on the determination of when a lawmaker's term begins. Fields took office after a special election in the middle of a term.

Attorney Gray Sexton, representing four people who filed a lawsuit to remove Fields from the election, said the Louisiana Constitution states the term of office for representatives and senators begins on the same day as the governor, which is the second Monday in January every four years. If that standard is applied in this case, Fields is not able to run for re-election, Sexton told the 1st Circuit Court of Appeal.

"The constitution is unambiguous," Sexton said at a Tuesday hearing before the court.

The term limits law took effect in 1996, limiting lawmakers to three consecutive four-year terms in one chamber. Lawmakers who are elected to fill unexpired terms are considered term-limited if they have served 10 or more years of the 12-year limit.

Fields' lawyer Brace Godfrey said the term of office does not begin until the lawmaker takes an oath on the floor of the House of Representatives or Senate. That standard was adopted by the Legislature in 2006 to eliminate questions over how to measure term limits for lawmakers elected in the middle of a term, such as Fields.

Fields won the seat in a 1997 special election. Although he won the race in December 1997, Fields was not sworn in on the Senate floor until January.

Based on the January date, Fields has served less than 10 years in the Senate and is eligible to run for another term, Godfrey said.

Frank Simoneaux, another attorney challenging Fields' candidacy, told 1st Circuit judges the oath administered on the floor of the House and Senate is "ceremonial" and not even required. Fields was elected on Dec. 13, 1997, the election was declared valid five days later, and Fields was sworn into office by the Secretary of State's Office on Dec. 23, 1997, meaning he will have served 10 years before his term is up, Simoneaux argued.

The lawsuit challenging Fields' candidacy was filed by Della Neely, David Deculus, Carla Deculus and Nancy Salemi.

now why do you suppose something like red-light spy camera's is being discussed by the economic development committee and not the legal committee? most likely because to the mayor and city council red-light spy cameras are just that -- economic development.

what mayor roy and the city council are doing is setting up a revenue stream to have the monies to hire their cronies to do "city work."

we see an example of this in this kalb report where they reported that attorney toni martin billed the city - kalb says $18,000 and the town talk reported $16,000 for "legal work."

this $16,000 bill was for the period of 15 august - 04 september 2007 a period of counting the 15th and 4th fourteen working days (03 september was the 2007 labor day holiday) this comes out to $1,142.87 per day. theres no attorney in all of alexandria or rapides parish worth $1,142.87 a day.
